My 1964 Dodge Dart got 22 mpg. 1966 Plymouth Valiant got about the same.
My mid-90's Honda coupe gets 40 mpg in town and 50 mpg on the road.
There would be adjustments made for low income po' folk with incentives to
get vehicles with better mileage. The carbon tax for the poor would be
picked up by the manufacturers since they resist any improvements.
