[Anyone] Carbon Tax on the Poor?

Horroars!

If the tax described below comes to fruition, this means that 
people at the lower end of the economic spectrum, i.e., those who 
for economic reasons drive elderly cars and trucks with less than 
optimal fuel mileage, will be taxed at a frightful rate just to get around!  

Who thought this frightful idea up?

Is this a Dick Cheney tax designed to drive the po' foax off to Mexico?

Did the originator ever compare the carbon saved in mileage to 
the carbon expended in mining, transporting, smelting, melting, casting, 
stamping, painting, etc., any new vehicle, even one that runs on carrot juice, 
as differentiated from driving an old vehicle to one's low-wage job and back?

Big Brother is watching you!
