[Anyone] Carbon taxes on old inefficient vehicles

Who pays this fancy rebate?  Halliburton?  Ms. Clinton?
I just can't see either of them agreeing to this notion.  
After all, Ms. Clinton is the creature of the 
insurance companies, and Halliburton is... Halliburton!

The old relic gets turned in for a healthy rebate on a fuel efficiant and
safer vehicle.  One that he (or she) wouldn't have to drive while looking
THROUGH the steering wheel.
The fuel savings alone would pay for the more efficient car.
