[Anyone] Carbon taxes on old inefficient vehicles

So how about if I were an elderly dood
driving a Lincoln Continental of, oh, say, 
1965 vintage and a mileage of, maybe, 10 miles 
a gallon?

Why, the consumer pays this tax, of course.  If they have enough money to
purchase these mega carbon eaters, they can afford to ease the burden on the
rest of us by paying this fair use tax to provide more trains, buses, and
fuel efficient cars, as well as helping to wean the largest oil users -
mega-agriculture - from the use of fertilizers and switch them to more
productive organics.
