Like it or not, the PLAZA is an HISTORIC district.  The accessibility of 
emergency services in case of fire for example is crucial.

I've noticed that the giant planters have been replaced by smaller planters 
which can be moved with less muscle power if fire trucks need to get to the 
Bent St. area behind the Plaza via the alleys.

Regardless of the parking debate, there is no question that the entire plaza 
area is a tinderbox which could be ravaged by fire...probably in a matter of 
minutes.
