I think the operative word here is "former."
The Brits and French are also "former war aggressors," 
as are the Spanish, etc.  Everyone gets a chance.  
We don't want to fall into the Middle Eastern pattern 
of retaining enmities for thousands of years after 
the dirty deeds are done.
